It is used to broadcast a wifi signal, you still have to pay for the service.

not real familiar w/ this item, when you say pay for the service is that through my regular internet service or does Linksys have there own service? and does it come w/ instuctions/cd ? thanks

All a router does is takes your current (hardline) connection and makes it wireless so that you do not have to "plug in" to your devices.
