is this for a cell phone or payphone?

you can use it on any kind of a phone, it 10 phone card, you punch in the numbers then the number you want to call and use the 10 dollar worth of minutes on it. You can be on any kind of a phone. But you are right it is not like the phone cards that add minutes to a cell phone. the minutes are on the card.

In answer to your question for this item i am offering free shipping and will be putting it in an envelope and sending it out therefore you do not have to pay for the shipping which makes it fee shipping but By accident, I did put my usual description that I put on all my auctions not thinking and this may have confused some people.
