does it come back every year?

Yes, neighbor. It sure does. In October, prune it down to about a 6 inch stump and bury it with 3"-4" of mulch - do not water. When frost danger has past, move the mulch back to about 2" from the stem so it will not rot when you begin regular watering again. Plus, it produces seeds like crazy !
