These Series 1928 Federal Reserve Notes were redeemable for gold coin on demand, as were the other large-size FRN's until 1933. No one thought they needed to hoard gold coins since they were freely available at any bank. Paper Gold Certificates and FRN's were a lot lighter than carrying around a pocket filled with heavy gold coins. There are also Gold Certificates that circulated freely before 1933, and they look nearly identical to the Federal Reserve Notes we all grew up with until the government started redesigning our paper money in the 1990's. The phrase "In God We Trust" didn't start appearing on our paper money until President Franklin Roosevelt issued a decree in 1935.
