After a fight between Ryu and Sagat, Ryu is forced to go into hiding. Bison recruits Sagat, Vega, and Balrog, and they become unstoppable.

Following the assassination of an important politician by a Bison-brainwashed Cammy White, agent Chun-Li requests that Interpol join forces with the U.S. military to conduct an investigation against Bison. However, Captain Guile, who is already out for revenge against M. Bison, refuses the alliance, preferring to hunt Bison down alone.

Meanwhile, Ryu's former training partner and rival Ken Masters yearns for a worthy challenge, having fought no one as good as Ryu years ago. During a tussle between Ken and Thunder Hawk, Bison's monitor cyborg spots Ken's similar fighting abilities and notifies Bison. With that, the fight between all of your favorite characters is on...
