I'm not sure about the pre paid part. It's a Verizon phone so I guess you could call them and ask if they have pre paid plans

No it is not prepaid - It does power on. It has to be activated with Verizon

This is a very cool phone with verizon the env 3 cdma cell phone with no sim card i have the maroon one and luv the hell out of it.Very good phone.
