The listing, DearS Official Fan Book Manga has ended.

This is the DearS Official Fan Book manga. It is brand new, and has some kind of sticker in it (in the first picture). I will ship for free in a reusable bubble mailer (I have lots of used bubble mailers and I want to reuse them. The bubble mailer is in good condition). I will mail off to the winner Monday morning (since the post office is not open on Sundays and I need to weigh it for shipping as well). I have also included some pictures of the inside of the book as well.

No, not through e-mail, but through Listia's mailing system. After you win an auction (or even before) you should post your shipping address in your account. Then it will appear every time you win an auction. Forester200 also explains more in detail below. ^_^

^ Send your Listia verified address. In an auction you have won, you will be prompted to attach your address. If you have no already added an address, go to the dropdown menu with your username on it (Top right corner of page) > Edit Profile > and then fill out "Your info" and click "Update info" button below the fill-ins. You should be all set to go.

been awhile sense i was in the anime/manga world what makes it a "fan" book manga?

Well, its the name of the manga. I wasn't so sure myself as to why it is considered a fan manga (I have another copy for myself), but from what I could tell, maybe it was a spinoff of the original DearS manga.
