The fabric is soft and is a ruched design.

The sie is a PL - or Petite Large - It fits someone who is about 130-140 pounds. It runs a bit small. I think you could actually compare it to a Medium.

About 36 inches. It has 5% spandex, so it could stretch a bit more.
