My only rule is that I will not cancel your bid because you didn't read the description.

I have given this pattern away previously and even with stating that this is a pattern only and NOT the actual hat, a few people bid thinking it was for the actual hat and asked for either a refund or to cancel the auction. I hope everyone understands, because it is not fair to myself or the other bidders who have already placed their bids.

Can this be made on a loom?

No, It cannot. The pattern is crochet. It is not knit, but I am sure you could make a basic hat on the loom and add the crocheted embellishments from the pattern.
