Released by Pocket Books in 1989. Has 276 pages. #6 in the series.

The book is in good shape some wear on the edge of the spine cover. There is also a crease on the top left corner of the back cover. The pages are slightly yellow with age.

The spine though is tight, there are no rips, tears, cuts or writing. I have alot of these novels, but I now have limited space and need to downsize. I hope someone else will get to enjoy this.

Synopsis: Sent to deliver emergency famine relief to the planet Thiopa- the Federation's only allies in a critically important sector of space- the crew finds a brutal dictatorship- one more concerned with preserving its own powers than protecting its citizens, or the world they all share. Captain Picard is hesitent about turning over the supplies to the corrupt government: he fears they may never reach thier intended destination.
