Regarding your suggestion for obtaining "essential oil" from extracts: Essential oils are usually quite volatile, and are very susceptible to degradation. Extracts are usually composed of ethanol and a small amount of plant oil. If heat and oxygen is applied to this mixture, the molecular structure of the oil is very likely to degrade. Once the chemical decomposition has begun, it is nearly impossible to control. You can obtain an oily substance from extracts by allowing the alcohol to evaporate, but the quality will be much less than oils obtained from large oil distilleries, and will lose it's qualification as an "essential oil".
Yes, you can obtain oils from dried herbs. However, if you are using dehydrated herbs purchased from the store - a significant portion of the therapeutic compounds will be missing, and the overall quality of the extract will be much less than true essential oils.
Like einsof said, it will take an extremely large amount of material to produce 1 small vial of oil. From an economic standpoint, it is not profitable for the average oil user to extract his or her oils. The amount of material, equipment, time, and work involved would be overwhelming, and would only result in an inferior (and possibly toxic) product.
There are many large plant oil producers in the world. Each distillery/press is often designed specifically for 1 type of plant oil, and have very stringent quality standards. The technology used in these operations allow the operators to extract the oils in very controlled environments, resulting in the highest quality oils anywhere in the world.
