Of course not. Steam accounts are completely free to make. You can download the Steam client by going to steampowered.com and clicking on the 'Install Steam' link in the top right corner of the page.

It is a bundle that gives access to all five Steam game keys and downloads to the soundtracks. It IS possible to let another use the game key instead, but only one person can redeem the gift certificate as shown in the third image provided.
