This coin looks like it has a mint mark to me, it is halfway between the "U" and the "1" of the date. If that is a mint mark it is a "S"(San Francisco), if no mint mark it, it was minted in Philidelphia. But looks like something there to me. The last coins of the Philippine coins minted in the US was 1945.

If it's there, San Francisco has to be the place, they only minted this coin in Philedelphia and San Francisco and Philedelphia would not use a mint mark.
