This red paisley pattern collar can be adjusted from 9" to 14". It is new condition, but tried it on my dog at the time and it was not what I wanted.

If you are asking if it is designed with a break-away safety, I don't believe that it is. It has been some time ago that I bought this collar and I don't recall it stating anything about it being safety enhanced.

It turns out that this collar is the break away (safety) type. I did not have to tug on it very hard and it came unfastened just like it is supposed to. I feel silly now, because someone had to tell me how it works. Live and learn!
