These are fun, albeit a little dangerous, to make and definitely an eye catcher! The hardest part is in how to cur the glass. The winner will get instructions on how to cut the glass safely at home with everyday items.

It is instructions on how to cut the glass with basic household items. For the upside down glasses, you cut the very bottom off and glue it to the top of the bottle. So, essentially, yes. You can use the instructions to cut the bottle where ever you choose. :)
