the new update version 6.1.3 is not able to be jail broken just yet i dont believe because apple found some of evasi0ns problems in jailbreaking and so it can no longer be used on any new updated i device to jailbreak
and since the phone has a bad esn you would have to unlock it to be able to use it on another carrier but to unlock you have to jailbreak but as of right this second i dont believe the newest version is able to be jailbroke

Usually a jailbreak option comes out within a week of the newest update. You can always go in an undo an update as well before you jailbreak. (Just talked to a computer junkie friend of mine in south fl)

The iPhone 4S takes sims and so this has to take a sim to. It's how Apple designed it. (I Work at the Apple store)
