they have adjustable velcro and snaps on the outside to make them smaller. I would say size 2 to 3.

Would these fit a newborn?

I don't think so. The waist can be made small enough but I think that it would sag between the legs. They fit my baby now and she just switched to size 3 and 3s are a little big on her so I know they fit size 3 and 2 for sure. They very well my fit a for a size 1 as they do adjust quite a bit smaller.

no I doubt that. I think they would fit 10 to 20 lbs.
