Yes, you would plant them now. The garlic will bulb the 1st year; sometimes it will clove after a year from seed. (just depends) Dig it up after the stalks die down, then split and/or replant. Elephant garlic is usually a 2 year crop to clove from seed. (About the size of my fist when mature.) You can use it anytime, I prefer after the stalks die down. Winters over nicely.
