It is properly called a "Ball Starter". the small protrusion is used to start the ball in a muzzle loading rifle. once started you push the ball into the barrel with the rod attached to it to a depth of about 6 inches. this allows you to use the ram rod with the gun to push the ball down the barrel to the fully seated position without breaking your ramrod.
