pretty fabric- 13 oz. is considered first class, but assuming that this material was weighed without the packaging material?

I use plastic bags to ship so it won't add much...if any extra weight. I used my postal scale but of course there "could" be a very very slight difference. If it's more I absorb the extra cost.

Weighed without packaging. It will be shipped in a plastic bag so not much will be added to weight.....if any. But since my scale might be different from post offices I'd consider it to be slightly off.....so I'm assuming it will ship parcel....instead of first class. If the price is lower than what the postal website shows I refund the difference. I don't cheat people.
