Hey there.. I use a program called Pixlr that lets you lighten pics, fix the contrast, sharpen hue.. you get the idea!
I took a pic that was barely visible and fixed it.. <-----my pic is the fixed one!

It's usually because someone bid significantly higher. You may have to go up higher by hundred at a time. Your last was 400. Try 500, 600, 700 and so on until you get the higher bid. They might have even gone up to 1000 or more.
