Prior to the formation of the German Empire by Bismarck in 1871, various regions issued numerous denominations, particularly in base metals. A quick look at German States coinages of the 1800s reveals different uses of hellers, groschens, guldens, vereinsthalers and marks, plus fractional and multiple denominations
You may be right, or as mentioned in my description, someone may have unsucessfuly tried to drill it. You can not asume it is one hole by measuring from the center, as this coin is so old and could have worn unevenly from each side.
