Yes there is surface rust on the metal. It isn't like rusted out type rust but it does have the rust coloring on the metal. The clip works fine on it and a little elbow grease would make it nice again but it is single ply so not useful for a show quality halter. Grooming halter or leading from pasture, or just an extra to have around would be a fine use.
