I'm trying to make a little water fountain w little unpolished rocks will this bond them together? What is the drying time?

This is not an "instant glue." It becomes tacky in 10 - 15 seconds, allows parts to be adjusted, sets in 10 to 15 minutes and fully dries in about an hour.
Great for beading, model making, miniatures, fine screw locking, sealing knots, precision waterproof sealing, precision repairs, optical and technical applications, crafts and hobbies.

How does this compare to E6000 ? if you Happen know

This works 1,000 times better then E6000.
E6000 is a mess to work with compared to this cement. With THE G-S PRECISION APPLICATOR you can glue in a tiny rhinestone or or a itty bitty watch part with no mess.
Once you use this, you will throw out everything else you have been using.
Trust me, It is FANTASTIC! :o)
